Shelia Stubbs attended Tougaloo College located in Tougaloo, Mississippi. Also, Jackson State University located in Jackson, Mississippi. In addition, she attended Mount Senario College located in Ladysmith, WI and Cardinal Stritch University located in Milwaukee, WI. She obtained a Bachelors of Science Degree in Criminal Justice Administration; Bachelors of Arts in Political Science; Masters of Science & Management. She was given the distinct honor of teaching all courses offered in the Bachelors of Criminal Justice Program at Mount Senario College. She was a member of the Who’s Who Among High School Students, National Dean List and graduated with Magna Cum Laude Honors.
Shelia Stubbs is extremely active in the community in providing leadership, mentoring and volunteer services. President of the Bridge/Lake Point Neighborhood Association Former First-Vice President of the National Association for the Advancement of Colored People ; Madison Branch, Former 3rdVice-President of the WI State NAACP Conference of Branches, Former Youth Advisor for the Madison Youth Council of the NAACP, and WI Women of Colored,. She is a member of Madison Alumnae Chapter of Delta Sigma Theta Sorority, Inc. She was the recipient of many community recognition and service awards. She received the Broadway-Simpson-Waunona Neighborhood Center, 5thAnnual Pride Festival Spirit Award, Friends of Joining Forces for Families Award, 100 Women in White, Genesis Social Services Corporation & The Black Women Expo Award; 100 Black Men of Madison Award, Eleanor Roosevelt Award, One of Wisconsin 44th Most Influential African-Americans, Speaker for One Heart’s Peace Grows Program 2017, Speaker at the Dane County Restorative Community Court, 2nd Annual Appreciation Event 2017, Recipient of the Community Award from the Madison Metropolitan Chapter of the Links, Inc 2017.
Mrs. Stubbs is very excited about her political career. She was elected as the Dane County Board of Supervisor, District 23-South Madison on April 18, 2006-current. Also, she is a candidate for WI State Assembly, District 77 which represents the South and West parts of the City of Madison. On May 6, 2008 she served as the Chair of the Health and Human Needs Committee until 2012. She was elected at Second Vice-Chair of the Dane County Board of Supervisors for 2016-2018 terms. Her current Dane County Committee assignments are the following: Personnel & Finance Committee; , UW-Extension Committee, Chair; Racial Disparities Sub-Committee, Co-Chair; Greater Madison Convention & Visitors Board of Directors; The Tamara D. She volunteers countless hours to the community, organizations and neighborhoods. She has been credited for empowering and constant commitment to the ministry. As a result, she created the Women of Excellence Ministries.
She received numerous honors, certificates and awards. She was the 2004 W.E. B. DuBois Advocates Award Recipient for the Madison Branch NAACP. She was “MISS NAACP” 1992 at Tougaloo College. She chartered, NAACP Madison Youth Council in 2003. She is a Special Education Teacher for the Madison Metropolitan School District. She is a Former Adjunct Professor for Mount Senario College. Also, a Former Senior Probation/Parole Agent at the Department of Corrections, Division of Community Corrections and Madison-area Urban Ministry, Mentoring Connections Program, as a Match Support Specialist.
She is definitely a Trailblazer. She was elected to the Wisconsin State Assembly in August 2018 and will become the first African American to represent Dane County in the legislature when she takes office in January, 2019. She was the First African American Woman to chair a Dane County standing committee and to hold the leadership positions of vice chair of the Board. She was the first African American Woman to serve on the Wisconsin Counties Association Board of Directors; to chair a Wisconsin Counties Association Steering Committee and Chair the Judicial and Public Safety Steering Committee; and to serve on a National Association of Counties Committee representing Wisconsin. She is the First African-American Women to Serve as Secretary to Women of the National Association of Counties, and the First African American Woman representing WI as the Vice-Chair the Law Enforcement.
She is assigned the following WI Assembly Committees for 2019-2021 Term: Colleges & Universities Committee, State Affairs Committee, Insurance Committee, Corrections Committee, Criminal Justice & Public Safety Committee, and Tourism Committee.
She was ordained on May 26, 2013 at End Time Ministries International under the leadership of Bishop Godfrey A. Stubbs. She is the beautiful wife of Bishop Godfrey A. Stubbs and the mother of Aquila. Also, she is a Co-Founder of the End Time Ministries International Church in Madison, WI.

Apostle, Bishop Godfrey A. Stubbs is the Senior Pastor of End Time Ministries International and a proud product of the Bahamas. Growing up in the Bahamas working in the Hotel Industry he developed a love and sense of compassion for others.
Even as a boy, he exemplified a spirit of devotion and care for the needs of others more than his own. Reared by his mother Shirlean Clarke, the young Godfrey spent a great deal of his time in church at The Apostles of the End Time Ministries under the leadership of Apostle Charles James Wallace. Godfrey served the church as a Deacon and was trained as an Elder in the Apostolic Church. Apostle Wallace trained and taught him the word of God and how to serve as a humble servant of God. Godfrey has served diligently in ministry with Apostle Wallace for ten years. Godfrey relocated to Madison, Wisconsin, USA where he served under the fine Leadership of the late Reverend Dr. Floyd Prude and the late Reverend Dr. Charles Herford, who both were generals in God’s army.
In 2001, Godfrey was ordained and licensed as a Pastor, and as for his own ministry experience, Godfrey is a minister that takes the gospel message outside the church walls to the world.
In 2002, his calling has led him to be the founding pastor of End Time Ministries International. Under the leadership of Christ and the fellowship of Bishop Stubbs, End Time Ministries International, has experienced tremendous growth. It is with this level of tenacity and dedication that the expanded direction of his ministries is evolving. The visionary leadership of one who recognizes the spiritual direction of 21st century ministries has called upon Bishop Stubbs to venture forth and establish a base to its, “heart."
In 2007, Pastor Stubbs was consecrated as a Bishop in God’s church. Bishop Stubbs is spreading the gospel and leading by example so as to model the way it should be to "make it happen."
His philosophy, as stated above, forms the life of his mission/vision statement and embodies the true characterization of his leadership style. His objective is to enhance the value of individuals by applying the attributes of Christ through example and instruction to the glory of God and to build the necessary network of faithful saints founded and graced by diversity.
In 2014, was consecrated as an Apostle in God’s church. From the beginning, God orchestrated the events in Apostle Stubbs life. Apostle Stubbs has a spiritual base that is founded in faith, is rooted in a mission to address the natural and spiritual needs of its community and is solid in developing his pastoral experiences.
Apostle Stubbs has written and published three books, “Praying the right prayer”, “Where are the altars workers in our ministry and thirdly, “Understanding the Holy Spirit.” In addition, Apostle Stubbs has earned a Bachelor’s of Science degree in Specializing in Food and Beverage and numerous certificates in Administration and Leadership Training and People Development. Apostle Stubbs is also pursuing his master’s Degree in Biblical Counseling and Studies. Apostle Stubbs favorite quote is— the challenges of ministry are many, but the eternal joys are incomparable!
Apostle Stubbs’s ministry carries a two-fold message. First, God has given him his anointed word to teach and reach this end-time generation. At the same time, his message helps bring people into the Body of Christ. His ministry is based on the scriptures “And I will give you pastors according to mine heart, which shall feed you with knowledge and understanding.”Jeremiah 3:15
Apostle Stubbs is known as a "preacher on the move" spreading the gospel of Christ - a preacher with a unique prophetic style of ministry. His message crosses over denominational and racial barriers. Apostle Stubbs has been in the ministry for 19 years and has pastor for 18 years. Apostle Stubbs is married to Shelia Stubbs; they are the proud parents of (6), Rekeisha, Gerneica, Godfreyna, Godfrey Jr. Gabriella and Aquila Alana Stubbs. To God be the “Glory, Great Things He hath Done.”
